Azure: add federated OIDC support ...
In addition to using a shared secret, Azure also supports
authentication via federated OIDC. This can be useful in Kubernetes,
where a service account may be configured with a JWT projected into
the nodepool-launcher pod. Nodepool may now read that JWT and use
it to authenticate to Azure (which will have been configured in
advance to trust the JWT issuer and service account).
