Tom Swanson a1c0fc3b03 Dell SC: Can incorrectly identify if it is failed over 
Driver was only checking active_backend_id against None when
it should have been checking against None or an empty string.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
