Update the URL to the upper-constraints file to point to the redirect rule on releases.openstack.org so that anyone working on this branch will switch to the correct upper-constraints list automatically when the requirements repository branches. Until the requirements repository has as stable/2024.1 branch, tests will continue to use the upper-constraints list on master. Change-Id: I6d3028090e2b91b9ed31d835a75cf3b50eaa8606

About
cloudkitty-dashboard is an extension for OpenStack Dashboard providing UI for CloudKitty.
With CloudKitty dashboard, operators can easily define a rating policy for their cloud without the use of a CLI. Users can get information about their usage, and predict costs of an instance.
