Tom Barron 376e1836c6 Restore .testr.conf 
.testr.conf was removed in favor of .stestr.conf in
change [1] but the coverage job still uses it.

Restore it alongside .stestr.conf until we convert
the coverage job to use stestr.

MANILA

You have come across an OpenStack shared file system service. It has identified itself as "Manila." It was abstracted from the Cinder project.

Getting Started

If you'd like to run from the master branch, you can clone the git repo:
