Ihar Hrachyshka 6da2d24ff4 Ease debugging alembic by passing proper scripts path in alembic.ini

Otherwise, anyone who attempts to issue an alembic command with the file
gets:

  FAILED: Path doesn't exist:
  '<...>/neutron/neutron/db/migration/alembic'.  Please use the 'init'
  command to create a new scripts folder.
