Mohammed Naser c9c3c878e9 Add RDO mirror

Now that we actually have the latest RDO packages, use the mirror
hosted inside the OpenStack infrastructure.

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
