Takashi Natsume 42d499dc25 Add libpcre3-dev in bindep.txt for pcre.h 
Doc job is going to run on Ubuntu Noble[1]
and we need libpcre3-dev package for pcre.h

This is a client for the OpenStack Compute API. It provides a Python API (the novaclient module) and a deprecated command-line script (nova). The Python API implements 100% of the OpenStack Compute API.
