Victor Romano df51d5f8f9 Upversion SQLAlchemy on upper-constraints ...

Following [1], this commit updates the SQLAlchemy version on
upper-constraints so unit tests also use the updated version.

  - PASS: Run tox on config, fault and distcloud repos.
