Lukas Kranz 38b0acb611 prepare-workspace-git: Add ability to define synced pojects 
The sync_projects variable allows users to define which projects to sync to the node. This can prevent syncing of unnecessary repositories.
For some builds e.g. the depends-on repositories or the current repository doesnt need to be synced.
Having unnecessary repos in the workspace can for example also break the analysis phase of bazel.


Code will be updated once https://review.opendev.org/c/zuul/zuul-jobs/+/888366 is merged or declined
