Fix building images for Bullseye and Bookworm

Bullseye requires installing lshw from backports because the default one
has broken JSON output:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1002025

Bookworm requires installing firmware from a different repository.
