I updated the neutron network node section to discuss the
implications of tunneling protocols such as GRE, provide
potential solutions, and recommend using DHCP to adjust the
instance MTU.
This patch does not address the equivalent section for the
deprecated OVS plug-in.

Move some more entries to the common glossary.
Remove ch_glossary.xml, the remaining entries are explained well in the
text and are not needed in the common glossary.

Use the common documentation glossary.
Move entries from ch_glossary to the common documentation glossary and
add glossterm so that the entry gets displayed in the glossary.
Remove entries from the Arch Design specific glossary that are fully
explained in the text.
Remove entries that are already in the common glossary and add glossterm
for them in the text.
Add glossary as final chapter to the manual.
The remaining glossary entries need some further discussion.

For syncing the glossary between repositories, let's use the same xml:id
everywhere. Let's use openstack_glossary here as this is the name used
in the OPS guide.
Also, use the content about updating the glossary that is used in the
OPS guide and improve it a bit.

The glossary contained <indexterm> entries inside of
<glossterm>. This is wrong, they need to come after the glossterm, our
tools did not find any of the glossary terms that contained an
indexterm.
The grammar is:

This fixes building of the glossary for the Security Guide.

The user-guide has been mainly translated to French with now 76 per cent,
add it to build jobs.
For building, we need the glossary as well, thus import it manually (3
per cent translated, thus will not be downloaded automatically) and
update the Japanese glossary as well.
Import manually the current version of doc/user-guide/locale/fr.po since
it contains fixes to get this building.

We only import PO files that are at least 75 % translated (8 % in
common), so we can delete now all other PO files. The patch only
removes the mostly untranslated files. Once a file becomes mostly
translated, the bot will import it again.
