huangtianhua 8353b3c897 Remove substitutions for command error msg

For server_tag_add and server_tag_delete commands,
the substitution in the command error message doesn't
work, this change removes the substitutions, and to
tell user the 'specified' tag can not be added
or deleted is enough, like other commands do.
