Colleen Murphy 4599b91fe2 Add missing keystone clients 
For completeness, add tempest clients for keystone's OS-ENDPOINT-POLICY
and OS-EP-FILTER APIs. These are rarely-used APIs, so not adding API
tests at this time.

Tempest - The OpenStack Integration Test Suite

This is a set of integration tests to be run against a live OpenStack cluster. Tempest has batteries of tests for OpenStack API validation, scenarios, and other specific tests useful in validating an OpenStack deployment.
