At the moment devstack upgrade tries to assign `Member` role to which Keystone replies with 404 as role naming is case sensitive. Change-Id: Ib85a920eae6c3ce2369a76282e8ea2fc90f7290b

Heat
Heat is a service to orchestrate multiple composite cloud applications using templates, through both an OpenStack-native REST API and a CloudFormation-compatible Query API.
Why heat? It makes the clouds rise and keeps them there.
